9 October 2018 - Statement by the Secretary-General on the IPCC Special Report Global Warming of 1.5 ºC

Earlier today the Intergovernmental Panel on Climate Change released its long-awaited special report on global warming of 1.5 degrees Celsius.

This report by the world’s leading climate scientists is an ear-splitting wake-up call to the world. It confirms that climate change is running faster than we are – and we are running out of time.

We see the consequences all around us – more extreme weather, rising sea levels, diminishing Arctic sea ice. The scientists paint the most vivid picture we have ever had between a temperature rise of 1.5 degrees versus 2 degrees.  

A half of degree of warming makes a world of difference.  

It means more heat waves for tens of millions of people. Far greater species loss.  Increased water scarcity in some of the world’s most unstable regions. A ten-fold increase in Arctic ice-free summers. And a total wipe-out of the world’s coral reefs.

At the same time, the report shows that it is still possible to limit warming to 1.5ºC.  

However, that will require urgent and far more ambitious action to cut emissions by half by 2030 and reach net zero emissions by 2050. 

This will take unprecedented changes in all aspects of society – especially in key sectors such as land, energy, industry, buildings, transport and cities.

Specifically, we need to end deforestation and plant billions of trees; drastically reduce the use of fossil fuels and phase out coal by 2050; ramp up installation of wind and solar power; invest in climate-friendly sustainable agriculture; and consider new technologies such as carbon capture and storage.  

The coming period is critical. We must meet the Paris commitments to bend the emissions curve by 2020.

The December UN Climate Conference in Katowice, Poland is a can’t-fail moment.

The international community must emerge with critically important implementation guidelines for operationalizing the Paris Agreement.  

I urge all countries to make the Katowice Climate Conference a success and heed the counsel of the world’s top scientists: raise ambition, rapidly strengthen their national climate action plans, and urgently accelerate implementation of the Paris Agreement.  

We must rise to the challenge of climate action and do what science demands before it is too late.

مهر 97 - نشست حقوقی هفته جهانی فضا در دانشگاه شهید بهشتی

دانشگاه شهید بهشتی با همکاری سازمان فضایی ایران، پژوهشگاه هوا و فضا،   موسسه مطالعات حقوق عمومی دانشگاه تهران و مرکز اطلاعات سازمان ملل متحد نشستی درباره حقوق فضا و ماورای جو با شرکت بیش از 40 نفر از دانشجویان حقوق بین الملل در تاریخ 17 مهر ماه در دانشکده حقوق دانشگاه شهید بهشتی برگزار کرد.

مهمانان عالیرتبه این نشست آقای دکتر عباسعلی کدخدایی، رئیس موسسه حقوق عمومی دانشگاه تهران و سخنگوی شورای نگهبان  همچمین آقای دکتر مرتضی براری، معاون وزیر  ارتباطات و فناوری اطلاعات و ریاست سازمان فضایی ایران بودند. آقای دکتر اسدالله یاوری، معاونت پژوهشی دانشکده حقوق دانشگاه شهید بهشتی با سخنرانی افتتاحیه خود نشست را آغار کرد و در پی آن پنج نفر  از استادان و متخصصان  این حوزه سخنرانی های خود درباره فضای ماورای جو، استفاده صلح آمیز از آن و جنبه­های حقوقی مربوطه را ارائه دادند.

یکی از سخنرانان در مورد مسابقات شبیه سازی دادگاهی حقوق فضا و نحوه شرکت در این مسابقات، توضیحاتی ایراد کرد. سپس مهمانان عالیرتبه و سخنرانان نشست، به اعضای تیم برنده  یکی از این مسابقات همچنین مربی آنان، آقای  دکتر سید حسین سادات میدانی ، مشاور حقوقی وزارت امور خارجه و استاد حقوق بین الملل عمومی دانشگاه روابط بین الملل، تقدیرنامه اعطا کردند.

خانم نازنین قائم مقامی، کتابدار مرکز اطلاعات سازمان ملل متحد به نشست دعوت شده بود تا شیوه بازیابی اطلاعات سازمان ملل متحد و اسناد حقوق فضا و ماورای جو را از وبسایت این سازمان جهانی آموزش دهد. تمرکز ایشان در بین مناسبت های ملل متحد، بر هفته جهانی فضا و شعار سال 2018 بود با مضمون "فضا جهان را متحد می کند". به اسناد و منابع مرتبط با این هفته پرداخته شد. سپس وب سایت دفتر امور فضای ماورای جو (UNOOSA) مستقر در وین و کمیته استفاده صلح آمیز از فضای ماورای جو (COPUOS)  همچنین چگونگی بازیابی معاهدات پنج گانه و اصول مربوطه مرور گردید.  پاره ای از انتشارات حقوق فضا نیز به شرکت­کنندگان معرفی شد.

9 October 2018 - Promotion of the World Space Week at Shahid Beheshti University

Shahid Beheshti University (SBU) with cooperation of Iranian Space Agency, Aero-Space Research Centre, the Institute of Public Law Studies of University of Tehran and United Nations Information Centre held a seminar on space law and outer space on the occasion of World Space week with participation of more than 50 students of international law at the Faculty of Law, Shahid Beheshti University (SBU) on 9 October 2018.

The guests of honour of the seminar were the President of the Institute of Public Law Studies of University of Tehran and Speaker of the Guardian Council Dr Abasali Kadkhodaei, and Deputy Minister of Communications and Information Technology and the President of Iranian Space Agency Dr Morteza Barari. Research Deputy of SBU Faculty of Law Dr Asadollah Yavari inaugurated the seminar and then five other University professors and experts spoke on outer space, its peaceful uses as well as its legal aspects.

Students were also briefed about the Space Law Moot Court Competitions and how to participate in them. All the winners of one of these competitions as well as the Legal Adviser of the Ministry of Foreign Affairs (MFA) and Assistant Professor in public international law at the MFA School of International Relations Dr Seyed Hossein Sadat Meidani as the coach of the team, received certificates of appreciation from the guests of honour and organizers of the seminar. 

UNIC Reference Assistant Ms Nazanin Ghaemmaghami briefed the participants on finding UN information and documentation on space law and outer space. Among the UN observances from the UN.ORG website, she focused on World Space Week and its 2018 theme: “Space Unites the World”. She also introduced the related documents and resources. Then there was a navigation on Office for Outer Space Affairs (UNOOSA). Through UNOOSA she introduced and navigated the Committee on the Peaceful Uses of Outer Space (COPUOS). Talking about space law and treaties, she introduced a compilation booklet that includes UN Treaties and Principles on Outer Space, related General Assembly Resolutions and other documents. Space law publications were also discussed.
